Made up some sodium carbonate maybe half a year ago, Since then it's been sitting in a glass jar with a rubber seal.

Quite sure it's airtight.

Would this be usable still or should I make up a fresh batch?

If you have any doubt an hour at 200*C will alleviate any issues if your Sodium Carbonate has taken on any moisture.

You can also take a cup of water, check the ph, then dump some sodium carb in, take a new reading and see if changes the ph (and if it changes it enough).
