The Charlotte’s Web Medical Marijuana Act of 2015 would amend the Controlled Substances Act of 1970 to exclude cannabidiol (CBD) and cannabidiol-rich plants from the definition of marijuana. The bill was introduced last month as HB 1635 and would remove cannabidiol (CBD) and cannabis plants with less than 0.3 percent THC from the federal definition of marijuana, thereby also legalizing production of hemp used for rope, clothing, food & oil, and other products. On the medical front, this bill would allow for the legal production and use of low THC and high CBD “hemp oil” throughout the country. The measure has strong bipartisan support with 14 House Democrats and 13 House Republicans having signed onto the bill as co-sponsors.
