I watched the video and agree with the others that you'd be better off describing what
you did. Incidentally, for oral use you'll get far more palatable results by toasting the seeds first and leaving out the vinegar. Lately, I've been grinding my seeds after toasting and treating it like coffee, although I do do two or three pulls to maximise the extraction yield.
OP, your infused herb is probably smokeable because it is possible to achieve some level of effects simply by smoking the seeds themselves. Salts of harmine in particular, with organic acids will dissociate fairly easily as harmine is such a weak base.

One further point, "very basic rue reduction" could be misinterpreted by a chemist as meaning you performed a hydrogenation at very high pH. Chemical (rather than culinary) reduction of rue alkaloids is something worth looking into although it is carried out exclusively under acidic conditions (not counting Birch-type reductions for the true pedants).]
