Question: Xylene to HLC Base? Options

Hay People..
I Have Xylene full of spice and i want to put some diluted hydrochloric acid in there so as to get my spice into my HLC mix... I was wondering what percent i should dilute my hydrochloric acid to?? Last time it was way to strong around %30 and when i based the HLC spice mix it made a big reaction, apparently i should get very little reaction or no reaction when i base it with sodium hydroxide...
Also will Toluene work like, as good as Xylene??

5 drops per 100ml of water should be enough with most concerntrates.
