I'm not sure who is in charge of putting artwork into the gallery section of the Nexus, if that is what you were referencing. Probably have to get into contact with The Traveler, the site's administrator. To get the quickest answer, I'd recommend dropping into chat and see if you can get some info from one of the moderators (Endlessness, Dreamer042, Tatt and some others hang out in chat often. At least back when I still visited chat more frequently). They should be able to help you out in more detail. If you were referring to posting in the music/art/literature section, then you have to be a full member to post there.
New members are restricted to the welcome area until they get promoted. From the

New members can be promoted by mod's decision, or by democratic voting, since all full members can vote if a new member should be promoted or not, and once a threshold of votes is reached, the member is automatically promoted. Going against our attitude or asking questions that are easily answered by looking at the FAQ or doing a simple search will probably delay promotion. Posting in a friendly respectful manner, posting in available open threads in the welcome area, as well as posting an introduction essay telling a bit about yourself will help increasing the chances of the promotion.
