I have a legal question born out of pure curiousity.

What is the legality of extracting and or synthesizing a substance such as THH and selling it to people? Maybe in US it could fall under analogue act but it hasn't yet and its being sold there. If a country has specifically banned it that would obviously be a problem. But what about in a place with no legislation concerning it?

Usually when something is in a grey area, people just do it anyway, until the government decides (or does not decide) otherwise. Like with shrooms in the UK, for example. Once a ruling is made, of course, some entrepreneurs may get burned. Many aspects of law are not actually clear yet, but in the UK at least, this is how our 'case law' system works: where there is ambiguity in the legislation, a judge decides what the law 'is', and that ruling becomes law and 'always was' the law. Unless overruled by a higher court, but this is rare.

Whether your hypothetical situation truly is a grey area, I don't know. My legal knowledge is above layman, but no way to the standard of a legal professional (and even they disagree).

I found one in Germany but they won't sell to private persons, you have to fax official licenses etc

How do people become a "vendor"? What is required?

In The Netherlands: subscribe to the Chamber Of Commerce, put it up for sale on a website and state specifically that it's not for consumption. Simple as that I guess.

You can probably also contact a vendor like Maya-Ethnobotanicals, maybe they will be interested to sell it making the game even simpler (just subscribe to the Chamber Of Commerce).
