i cannot speak to the veracity of this statement, but one mushroom experience seems to confirm it (it was from old shrooms stored in fridge - very blue'd, i tried 2g without ascorbic, barely any effects. 2g with ascorbic resulted in mild OEV)
Perhaps, i have no reason to doubt what you are saying. To the effect it was active.
Another theory about why it was active, is that the psilocybin is much more stable than the psilocin. And while the psilocin (and perhaps a portion) of the psilocybin was hydrolyzed, there was still an amount of psilocybin in the tea to make it active, but little to no psilocin.
In any case, making a tea with water, and evaporating it to yield a goo, may be slightly active, but i would guess all the psilocin would be decomposed by then, and a significant amount of the psilcoybin as well.
With a dry alcohol you don't have to worry about hydrolysis, just oxidation. Thus you can do a much better extraction thats yeilds far more alkaloids that way, if you evaporate the solvent under the right conditions. Ideal being a dark room with a nitrogen atmosphere in a vac flask/evaporator. Using minimal if any heat to aid the evaporation of the alcohol.
