r recieved a free feminized afghan kush seed on one of r's orders, it germinated great, has a single set of 1 finger leaves, a single set of 3 finger leaves, and the start of a new 5 fingered leaf segment. its been growing for about 2-3 weeks, and is 3 inches tall, with 2-3 nodes.
now heres the big mystery, is that its already making preflowers and stinking up of weed. its not on a light cycle, just growing next to r's window, and its pretty surprising that its making preflowers already.
does this make any sense? r is not really sure what to think of the situation

Most likely an auto strain.

Well, as the cannabis plant flowers in accordance with light cycles, I would say your plant lacks adequate light to vegetate properly, and "thinks" it is autumn, or flowering time. With a full 18 hours per day of light, it will remain vegetating until the light is cut back to about 12 hours/day. It then will bud. So that Kush in the window is likely getting about 12 or less hours of good light. I will also note that your Kush is a mountainous indica strain, with a propensity to flower earlier in the year. That is, an indica grown under identical natural conditions to an equatorial strain will flower up to two or three months earlier than the tropical sativa. So if your Kush were not such an early, reactive (to light) plant, you might not be seeing such preflowers in your window there. Sometimes under circumstances such as yours, it is possible to revert a preflowering plant to veg. It would need immediately adequate light, that is 18 hrs/day. I have seen people try all kinds of tricks at this point, such as bumping up the nitrogen or other micronutrients suitable to the vegetative stage of growth. However, energy and momentum of growth is lost by confusing the plant back and forth. If a plant has gone too far into flowering and then reverts, insubstantial buds may eventually develop.
I wanted emphasize add that the age of your plant has no bearing upon its aptness to flower. Here, if you start a seedling out doors in early April, it will take root and immediately begin to preflower, as the light cycle in spring closely resembles that of autumn. Growing a strong plant then becomes problematic, as by midsummer the plant will not know what it is supposed to be doing. However, the same plant planted 5 or 6 weeks later will vegetate properly, grow smoothly, and wait till fall to bud.

I agree with ZenSpice: it is not a mystery, but an "autoflowering" weed. What you describe is quite normal with AF´s. They start producing flowers automatically after about 1 month of grow (you cannot influence this at all; flowering is the function of their biological age), regardless of their height/size. Generally, they tend to be very short and small, depending on their growing conditions. Check "autoflowering" on internet

That and the fact pretty much every time I (or anyone else I know) has been given free seeds from vendors, they have been auto strains quick tip: If indoor growing, don't grow an auto with non auto plants. It will not meet its own (minimal) potential whilst stealing valuable watt absorption from the more decent plants you have growing.

Everything I have found points to the autoflowering strains as being necessarily of at least partial ruderalis heritage. It is apparently a genetic trait of a ruderalis, which is selectively bred to other strains and sold as autoflowering seed. The purely indica Afghani Kush flowers naturally to the sun's light cycle. So an auto flowering Kush must be of impure genetics, with some ruderalis back in there. The auto flowering Kush is called a Kush Ryder, as the Ryder is the basic (ruderalis) autoflower strain.

To be fair it has minimal genetic tinkering when compared to some strains. Recently I dealt with BLZBud which is a 3 way hybrid of G13, Trainwreck and Silver Haze, (which are hybrids in their own right). Real pain in the arse.. 5 plants sharing the same nute tank/feed while showing 3 differing phenotypes

R can assure you this is not an autoflowering strain, r already has 3 auto's which he had payed for and notices that they still take a month or two to make preflowers. the vendor r bought the seeds from gives all the information on the genetics of this strain, and i would have said very clearly if it was an auto, but its not. its a feminized afghan kush.
ive come to the conclusion, that since it was in the window, and the past week its been pouring down and there was very little sun, that the light pattern kicked it into flowering, though now it is back to sunny

AFAIK you need at least 8 hours of darkness before a plant will be triggered to start its flowering cycle properly (so even during 12/12 the 12 hours off only affords 3 full hours of flowering time).. My own feeling is that not having as much sun (but still daylight) would not be enough to trigger this cycle. I would therefore go with it having 'wonky genetics' (a nice technical term there lol). I have had the odd plant here and there that has grown with weird leaf structure on the main (lower) fan leaves, again usually freebies. Of course it could be weather related, is an odd happenstance that's for sure.

This isn't very helpful, but I'm reminded of a tiny little "bonzai" plant I found in Bolinas CA once. Growing out of a rock, out was a fully formed plant, Cola and all, less than 4 inches tall. As others have stated, its most likely an autoflowering strain. Even though i have had non auto plants stay bonzie size, they are RARE unless they are some how root bound or deprived of proper nutrients. In any case id say the best thing to do would be to slowly raise the hours of light it recives( if outdoors, then dont worry about it, throw more seeds out and mother nature will reward you) Giving it an extra 3 hours wont hurt it, just dont make the change too drastic too soon ( also keep giving it An extra 30 min each day till your around an 18/6 cylce) If your plant goes back into veg mode, then its not an auto and you can veg it longer for a bigger harvest!!! If it is an auto, no worries, the extra light willalso give you a bigger yield (This was actually my last plant, a purple kush that also decided to flower early, you cant see but its already shooting out pistills) (And the results are the dark nugs in the top) Sackattack attached the following image(s):  image.jpg (1,974kb) downloaded 29 time(s). image.jpg (2,200kb) downloaded 29 time(s).
