I have been new member for few years. I used to be able to send PM to members, now I have realised that it is not possible.

Where I am supposed to post the request and reasons to become the member, as per requirement?

how about right here ? Post an introduction essay, tell us a bit about yourself etc., make a few more good posts (quality usually goes over quantity) and you will be promoted either by a mod or the voting system.

Until then you can only pm mods.
