First an experience:
Back in oh 2007ish I traveled from the western US to the eastern US to 3 different countries in northern Europe and back, all by airplane. On this journey I brought along a big gallon sized ziplock freezer bag filled with mate'. My extra batteries and my water bottle got thoroughly checked everywhere I went, meanwhile no one batted an eyelash at the big bag of green stuff in the hippie kids backpack.

In one airport in Europe (IIRC it was Amsterdam) someone pulled it out and asked "tea?" I said yes, he said okay and put it back and that was the only hassle I got traveling internationally with a big bag of mate'.
I also worked in my local airport for a while and would occasionally bring bags of herbs for tea in with my lunch, again no one batted and eye and I never had any issues.
This is not say you won't have any problems, I personally never have, but my experience =/= your experience. The tea and rue are both totally fine even if they do decide to stop you and check out what you have in those bags. The other is kind a grey area item and it's treading kind of close to rule breaking to discuss it, suffice it to say; you may want to consider that, while unlikely, if someone really wanted to push it, the possibility of finding yourself in very deep water with that one does exist.
