well, in my work of formulating a safe herbal blend with a similar strength to cannabis, ive come across some information of california poppy not being psychoactive when smoked, and if it is, it does not seem to be strong, even as an extract.

so my next alternative is prickly poppy (argemone mexicana). apparently it does not contain opium, which is good because i dont want addictive substances in the mix. and apparently it works, but there is little information on it.

wikipedia says the seed is poisonous. then others say they smoke the seed and get effects. what ive found is 25g of plant material online. im not sure the strength of it either. should i make a water extract? or what? is it even safe?

Why in heavens sake with such a reported toxicity in the seeds do you still want to know if you can smoke them?

There are a lot of good alternatives so if I were you, I would put these seeds aside and search for something more healthy.
