I think it is both. A table isn't a table unless we call it that, we recognize that collection of atoms as being a table because or brain has evolved to find these types of labels useful. But at the same time I think it is very likely that even if there were no humans to interpret those atoms as "table" they would still be there and still be in the same form as the form we call a table.
"I" for me is usually located behind my eyes, that is where I "feel" like my consciousness resides... but it's likely that if our eyes were on the tips of our toes then that is where we would feel like our consciousness was. As for the reality of it, I have no idea.
