Songwriting, musicality, live performance, variation, conceptually.
Also eternal thanks for bringing me back to reality about good progressive music actually is.

Hard to say but I give Modest Mouse mad props they are extremely talented, went to a live show a while back and it was awesome. They had everything from a stand up bass, violins, two drummers, trumpets, you name it they used it. Not to mention the thought that goes into the lyrics. 'Little spider weaves a wispy web, stumblin' through the woods it catches to my head. She crawls behind my ear and whispers secrets. Dragonfly whiz by and sings now teach it.'

I never have a single "best" of anything. Some of my faves are: Queens of the Stone Age Them Crooked Vultures Toadies Motorhead Arcade Fire Band Of Skulls The Von Bondies The Stone Foxes Jack White/White Stripes/The Raconteurs/The Dead Weather Give some of these a listen if you have not yet hard them already. The Shpongle live band. Does that count as a band? I'm more into electronic music lately, but I can't think of a better traditional (modern) band than Radiohead check out this powerfull performance: http://www.youtube.com/watch?v=7AJrCsp2AgoI also love the Mars Volta but I don't like their live performances, probably due to Cedrics singing (sounds good on albums though)

I too am partial to Radiohead. Let us also not forget about Tool. Just want to say that I am not a connoisseur of fine music, just an avid listener, so I'm not claiming to be unbaised.
Rodrigo y Gabriella are quite talented, although niched. They have a background in metal that makes them more accessible.
Toe is pretty awesome too. There seems to be lots of potential for talent in the math rock genre.
Do electronic producers count as "bands"? Although I have only shallow knowledge of this genre, my favorite so far is Shigeto. I love the Eastern aesthetic.
What about hip hop? I'd say Wu Tang Clan, but I'm sure someone else would say that is blasphemous to some hip hop god or other.

Well as some folk are putting in more than one band, Pure reason revolution are my other best band in the world potentially, they just don't have the enough material yet IMO to be consider'd legendary: Love this track Hmm... just discover'd they aren't making music anymore... Yup. Porcupine tree. No doubt

That porcupine tree is pretty good I'm more partial to metal (of all types) so of course my favorite band (as of late) is going to be a metal band. They're a Swedish progressive/djent/ambient style band. Very, very amazing guitarists (the band has three). Their latest album was a concept album and I'm completely in love with it Oh, and I forgot to post about Rodrigo y Gabriella, they're absolutely amazing. I heard them for the first time while watching the show Breaking Bad Amazing guitar playing going on there.

Well, I can't just leave it at one Veil of Maya is also one of my favorite bands lately. Again, some serious progressive metal guitar playing. This song in particular keeps making me think of Salvia. "I know the truth... It's still denying me. I know the truth... It haunts me. They know I Live upon the Glass slide" And yes, let us not forget about Tool. One of my all time favorites.

I'm digging some of porcupine trees stuff, thanks soulfood i can't choose the 'best band in the world' since i don't think there is such a thing. I have some favorite bands though of course.. Tool is the most mind blowing live experience I've ever had, by FAR. I've also been in love with the mars volta, the beatles, led zeppelin, and the talking heads for a long time..just to name a few i'm having fun checking out some of the suggestions in this thread to

Now that I've discovered electronic ambient spacemusic, it fills my every waking hour. BUT when I was a sensitive teenager I pretty much worshiped Opeth, and their masterful balance of beautiful melodies and dark riffs. And a vocalist who has the ability to go from angelic singing to demonic growling.
