so I've had 20g caapi leaves soaking in Everclear in a sealed jar for 3 weeks now and the liquid is just green. I held it up to sunlight but see nothing of an amber color. Does this mean the alkaloids were not fully extracted? Would it be a waste to evaporate it onto the 2g dry leaves I have set aside?

What am I doing wrong here?

3 weeks sounds good enough to me, filter and evaporate onto the leaves with some DMT.

So I can just add the DMT before evap? If I choose to so mix in other herbs could That be done before the evap? Could I omit the caapi leaves entirely and evap onto, say, mullein?

Yup, mix up 2g of whatever herbs you want and soak then evap.
