Question about math for "organic" homemade "germ-x". Options

Found a recipe for home made germ-x, and had a couple questions to make sure I do this right.

Ingredients are Aloe Vera and Grain Alcohol.

I've read that you need at least 60% alcohol in order for it to be effective at anti-septic purposes, but I had a question about that.

Is that by weight, or by volume?

Also, what type of aloe vera is needed, liquid or gel?

Can either be used and still qualify as organic?

Don't want to make something ineffective, so if anyone has answers or advice for this, I'd appreciate it.

the liquid to my knowledge contains a lot of active compounds, whereas the gel contains various vitamins, polysaccrhides, and amino acids.

Alright, so which do you think would be ideal for this?

Also does anyone know if the 60% requirement for anti-septic use is by weight or by volume? Still haven't figured that out.

Found the recipe online, but it is woefully inadequate as to some specifics. Will see if I can find a better one.
