SO I read online this guy say that once you evaporated from the naptha, it will be a little oily until you do a re-X. How do i know its dried all the way with oil present?

Just let it stand for another day or so once there's no more apparent solvent smell, scrapping it up a bit to help harden up. And if you're gonna re-x, a small amount of solvent still present would be irrelevant since you're adding more anyways.
