If SWIM is getting the "snow globe" thing going on, but nothing will adhere to the jar itself after 24 hours in the freezer, does that mean the freezer isn't cold enough?

It could either be the temperature or the saturation of your solution, meaning, how much you evaporate the pulls before freezing. Sometimes you need to evaporate half or even down to 1/3 before freezing depending on how much solvent was used during the extraction process.
