Its not about "100% purity", its about
what is the impurity. 10% of another active alkaloid or inactive harmless plant oils is one thing, 10% of toxic rust inhibitor, heavy metals or some carcinogenic substance is another thing.
How could anybody answer the question "how bad is it"? I mean, considering the fact that these "fuels" dont need to be so pure because their intended purpouse is simply burning, there is neither a strict regulation about what are the potential impurities like there would be for a product meant for ingestion. Also, the composition of these fuels can change over time (maybe they find a better rust inhibitor, or a substance that improves burning potential or whatever), so one can neither make generalizations. It depends on what this potential impurity is, how much you consume, how you consume, etc.
Doing an evaporating test, only using if it evaps clean, and washing one's solvent before extraction with a dilute acidic solution and a dilute basic solution, all are ways to help improving your chances of not having problems, if you dont have a certified analysed chemical and/or are using a non-toxic solvent (both of which would be the ideal way to go, if it's in your power to do so).
