Herbal smoking blend Options

So I am currently working for a manufacturing/distributing company of spice (not dmt spice, the fake weed kind of spice, like K2).

Do to recent state bans and the general legality of it we are heavily considering switching to an all herbal smoking blend.

So far my list of herbs is; Indian warrior, Pink/Blue lotus, Passion flower, Skullcap, Wild lettuce, Kanna, Wild dagga, Parrots beak, and Damiana.

I was thinking of making an extract of all the herbs and laying it on the damiana, or just selling the mixed herbal extract, maybe both.

So now for my questions.
What would be the most efficient of doing large scale extractions on these herbs.
If it involves some serious chemicals/equipment, is it legal for our company to do this as is, or do we have to meet some kind of state/federal requirements to be able to.

Were located In California, and my initial idea of using 99% ipa has failed because of state regulations, and using 91% made a tar that was good, but not useable for our product.

So I thought I would consult the collective genius of the nexus to save myself some time researching.

Any help/advice/comments would be greatly appreciated.

How can you have the heart to sell research chemicals with unknown side effects, marked as a smoking blend containing normal herbs? You should be VERY ashamed of yourself, companies like the one you represent destroys for everyone else in the scene. Also, we don't enjoy that the Nexus is used for profit, especially not by unethical companies like the ones you represent. I am therefore closing this thread.
