So California has made naptha illegal

. No one has it, I tried several hardware stores, large and small. A couple f the places I went to handed me Klean-Strip Industrial Maintenance Coating Thinner. They say this is what people are using instead. It is readily available and approx $20 per gal. Does any one know if this will work in place of naptha?
