no.
that's more of an analog vocoder of sorts (maybe a [guitar] voice box?), popularized in the 70's and 80's.
this sounds more like the modern digital effect known as 'autotune', and probably some other digital effects as well.

thanks, now I'm addicted to autotune. Autotune actually reminds me of the effects ayahuasca in a way. It's like every random event is synchronous and seems somehow magically perfectly placed. Charlie bit me http://www.youtube.com/watch?v=WuYDSa4BRaw LOLOL!!!
