The bark is smoke-able as is, just grind it up. I find pau darco just gives a nice flavor. I've never noticed any extra effects from it like other herbs do.
And if you're talking about making changa with 91% IPA, that will work fine. That's what I have access to at the moment and that's what I've been using as well.
