They do have much of the same information as PiHKAL and TiHKAL do, but with much more scientific information, and they include many more compounds than the original books. See the attached picture in the first post for details. I also believe The Shulgin Index is not going to contain subjective experience reports such as the other books. If you are interested in the subject, I think you should own PiHKAL and TiHKAL as well as all volumes of the upcoming Shulgin Index.
By the way, the word is now that the first volume of The Shulgin Index - which features psychedelic phenethylamines, amphetamines, phenylpiperazines and related compounds - will be finished late 2010.
