I just read on a dutch board that a guy good a visit of the blue hat men after ordering a bunch of dried cacti. It was shipped from Peru and intercepted in a German airport.
The police came at his door to deliver the package. They sad they weren't going to put charge him or anything and were friendly. So it's status for now is still legal in the Netherlands. Be aware of the fact though that it's very possible that they'll give you a visit if you're expecting some cactus. I personally didn't have problems although customs did open my package (it was sealed with a customs sticker)
It was said that german customs are more picky than other european countries. Shipments from south-america shipped by DHL are likely to arrive in Frankfurt, shipped by TNT and it's more likely to arrive in Liege (belgium) where customs seem to be less picky. The legal status of dried cacti in Belgium is forbidden I think so thats actually pretty contradictive.

Its interesting that the german customs would even bother themselves with a package that is merely passing through on its way to another country. I would have thought customs (in any country) wouldnt be particularly interested in things that are leaving the country, especially in the case of 'drugs'.
