A/B ACRB Clarification with Sod.Carb. Options

There is a lot of material on the forums now and sometimes its a bit hard to sift through.

I'm researching an A/B method for ACRB for my friend who is not in the US.
I was looking at the tek thick-light posted (https://www.dmt-nexus.me/forum/default.aspx?g=posts&t=39030).

Problem is that,
Where he lives you can't get dry NaOH without proper paper work (though aqueous 500ml 1N solutions are available).
KOH requires turning over address and name to get small bottles.

He'd be using Acetic or Ascorbic acid since stronger stuff like HCl is a bit hard to come by. But the base component has been the big kink still.
After reading around on here, it sounds like Sodium Carbonate would would work fine and he can get that easily from the drug store (I believe).
Am I right in assuming that he can just replace the aqueous lye solutions with a Sod. Carbonate solution, in the tek?

Then when pulling, tell him to go buy some DCM (appears he can easily get a liter of the stuff) for the pulls instead of naphtha. Are emulsions more problematic with DCM?

Is this fine?

If he wants to purify/wash/recrystallize the crystals to remove any yellowing (assuming its there). Can he then use Naphtha/Heptane on the crystals?
