Mullein is a top choice for infusions, and mint is pleasant too. I haven't tried mugwort.
And what's ISP? The solvent? Isopropyl alcohol, IPA, perhaps?
If so, both ethanol or any high proof alcohol (like vodka) would work, as long as it doesn't leave anything nasty behind.
