Been on Amtrak quite a few times, though haven't seen anything like that.  I love it, it would be awesome to live on a train and it's a very nice way of traveling. "That which I avoid I will become a slave to, that which I confront I will master."

I don't know about the law in the states, but in the UK it's not illegal to be completely nude in public, unless you do so "in a lewd manner". So basically, yeah you can get your wang out, but for the love of god don't get aroused!
