Presumably you mean to infuse some herb with some DMT? Yes, DMT is highly soluble in 70% ethanol. However, the alcohol will evaporate more rapidly than the 30% water so your herbs may end up a little damp for a time. At that point you may have to take care to ensure they don't go mouldy.
Freebase harmala alkaloids (such as a Syrian rue extract) won't be very soluble in 70% ethanol so for that you may have to use a larger amount of solvent.
